Aside from premiums, Obamacare offered cost-sharing to defray the out-of-pocket expenses, such as deductibles and co-pays, for people making between 100 and 250 percent of federal poverty.

Since maternity care and childbirth costs about $30,000 for a vaginal delivery, families who had coverage before the Affordable Care Act were essentially prepaying for the care they were getting.




In the views of many - including Senate Minority Leader Chuck Schumer - removing essential health benefits is outside the bounds of the reconciliation process, which must be focused on budgetary issues.

"There's no flawless policy, but at least let us start somewhere", said Michelle Neely, a clinic manager at St. John's Well Child and Family Center, which operates more than a dozen health facilities across Los Angeles.

"This health care bill is a bad deal for most people in the United States", said Lisa Oldendorp, 70, of Massapequa.

"Before the ACA, plans often had skimpier benefits".

"People who have more serious or expensive pre-existing conditions may not be able to find any plan that covers their condition", she says. Obamacare helped pay to cover the poor and working poor by taxing wealthier Americans, insurance companies and medical device makers. "The AMA has long supported the availability of advanceable and refundable tax credits, inversely related to income, as a means to assist individuals and families to purchase health insurance".

"This bill sets up a framework to get the federal government out of the role of being at the center of it all", MacArthur said.

Freedom Caucus members said Wednesday essential health benefits are in play, according to ABC News. Most all agreed that the massive transformation the program of health care had brought about could use some tweaking and refinement, but clearly a seven-year campaign against the Affordable Care Act left a blurred view of what the program did for consumers.
