Top prosecutor pleads not guilty in gifts-for-favors case

Speaking to CP24 Monday morning, Niagara Regional Police Const. Phil Gavin said at around 10:25 a.m. Friday, a man entered a Royal Bank of Canada branch on Martindale Road in St. Catharines and stabbed a female employee.

Authorities said they will be issuing a Canada-wide warrant for a St. Catharines man in connection with a first-degree murder and an attempted murder on Friday.

The suspect has no criminal record, police said.

"The principal of the school has been in touch with the family to let them know we're here for them", she said.

"We are checking out some locations outside of the region that he's familiar with, but in terms of where he'd be going, the fact is we don't know where he is or where he might be going", Gavin told a Monday morning news conference.

Police also secured a building at 173 Queenston Street Friday that is listed in the phone book as the residence of Kuijer. "It's a awful situation for her".

The case has been a tough one for police and the community, Gavin said. The boy was rushed to hospital and later died the next day.

At around the same time police were responding to the stabbing at the bank, officers were also called to a home on Queen Street in St. Catharines for a seven-year-old boy who was in medical distress.




"A situation like this, it impacts the community, it impacts the family", he said.

Police say Whitney Dumas "is co-operating with [the police] and [they] have taken security measures to ensure her safety".

"We haven't discussed what happened or why it happened, we can just say they knew each other professionally".

Justin Kuijer, a 43-year-old St. Catharines resident, is wanted in connection with both incidents. Anyone who sees him is asked by police to call 911 immediately.

Kuijer was last seen fleeing the scene in a dark grey 2009 Pontiac Montana van with the Ontario licence plate number BYTE392.

Police noted a unique decal on the rear window of the van - a pink floral sticker commemorating the search for missing person Ashley Simpson - but added that the sticker could be removed, too. A sign on the RBC door said it would reopen Monday.

Kuijer is described as white with a thin build, trimmed beard and longer dark hair.

When he was last seen, police said Kuijer was wearing an orange hoodie under a brown leather coat, dark trousers, a black toque, and boots.
