President Jerry Brown? 'Don't rule it out,' governor quips

Governor Jerry Brown and legislative Democrats say they will go forward with a road and highway fix plan that will raise taxes on gasoline by about 12 cents a gallon and 20 cents a gallon on diesel, along with a sales tax increase of over 5 percent on diesel.

The 10-year plan would boost gasoline excise taxes by 12 cents a gallon - a 43 percent increase, said the person who has direct knowledge of the proposal but sought anonymity because details were being officially announced later in the day. Republicans are against the governor's plan saying Californians already pay some of the highest gas taxes in the country.

For the first time, owners of zero emission vehicles would pay a $100 annual fee, since they use public roads but don't pay gasoline taxes. It would raise an estimated $52 billion a year for 10 years.

Under the Democrats' package, each auto owner will also be assessed a new "transportation improvement fee" based on the value of the vehicle.

Jerry Brown and state lawmakers yesterday unveiled a plan to raise the state's gas tax to pay for transportation improvements. It's been 23 years since the state had a base excise tax on gas, leading to more than $100 billion backlog of infrastructure fix. They will have to persuade almost every Democratic member to vote for the package, including newly elected Democrats from more conservative swing districts. It said that if investments in fixing California's roads are not made now, the drivers will have to pay eight times more to replace their vehicles later, according to local radio channel KPCC 89.3.




The gas tax increase would be the largest in state history and would increase over time, Assembly and Senate Republicans said in opposing the plan.

"Let's be clear, our roads suck", state Assembly Speaker Anthony Rendon (D-Paramount) said at Wednesday's presser. It also mandates strict constitutional protections to guarantee the money is spent only on transportation projects.

Brown and the leaders announced the deal Wednesday in Sacramento, setting off a political struggle to pass it in the Legislature.

The plan would require a two-thirds vote in both the Assembly and Senate - a goal that's within reach for Democrats, who hold supermajorities in both houses.

"They didn't work with Republicans at all on this proposal". "This will allow counties to make much-needed repairs to improve the safety and efficiency of our local transportation systems". It is projected to raise $16.3 billion.
