Top Cop Says Duterte's Murderous Drug War Is 'Pro

"It's very important for police chiefs and for those involved in this campaign of killing to understand that President Duterte can not protect them from criminal liability for these crimes", he said.

The HRW believes that through his endorsement, Duterte and his administration have incited violence, instigated murder, and should be liable for crimes against humanity.

The human rights organization said there is no evidence that Duterte has "taken any steps to prevent or punish those responsible for the killings" despite having full knowledge of the rising number of suspected drug personalities ending up dead - either in police operations or vigilante killings - in relation to his intensified campaign against illegal drugs in the Philippines.

Duterte said only patriotic and honest cops would be handpicked to lead anti-drug task forces in every police station in the country.

The rest of the deaths were categorized as "under investigation" where most of the assailants, often "vigilantes", are unknown.

The report said police have repeatedly carried out extrajudicial killings of drug suspects, then falsely claimed self-defense, and planted guns, spent bullets or drugs on the bodies.

"His public comments in response to those allegations are evidence that he knows about them".

These incidences of death are results of violent actions of drug pushers towards law enforcers during lawful arrests", he said, adding, "Like any other war, it has disastrous effects on drug law enforcement officers, drug personalities, and civilians.




Duterte recently gave permission to Philippine National Police (PNP) chief Ronald dela Rosa to resume the police anti-drug operations on the condition that only policemen with proven integrity would participate in the campaign.

The report recommended an independent United Nations investigation, an end to the war on drugs, an internal investigation, and a boycott of any form of assistance to the Philippine National Police until such investigations are completed.

"Our investigations into the Philippine "drug war" found that police routinely kill drug suspects in cold blood and then cover up their crime by planting drugs and guns at the scene", Peter Bouckaert, emergencies director at Human Rights Watch said.

Bouckaert said Duterte has created a myth that the Philippines is spiraling into a lethal drug crisis.

The HRW report also called his war on drugs campaign a crime against humanity.

"I am committed to stop drugs".
