USA leads nations in boycott of UN talks to ban nuclear weapons

The United States, Britain and France are among nearly 40 countries that will not join talks on a nuclear weapons ban treaty starting at the United Nations on Monday, said U.S. Ambassador Nikki Haley.

About 40 countries are not participating in the General Assembly session that will run until March 31. She said North Korea would be "cheering" for such a ban and Iran also supports the move because both countries have no intention of complying with it.

Opinions are, however, divided over the scope of the nuclear weapons ban under the treaty. But he couldn't deliver on that idealistic goal.

At a UN General Assembly meeting in December a year ago, it was decided that the conference would be held in two parts. While Obama reduced the size of the US nuclear stockpile in negotiations with Russian Federation, he also announced a plan to modernize the nation's nuclear bombs and missiles over 30 years, a move that may cost as much as $1 trillion.

"The United States must greatly strengthen and expand its nuclear capability until such time as the world comes to its senses regarding nukes", Trump wrote in a December 22 Twitter posting. "We will outmatch them at every pass and outlast them all".

She says the US has already reduced its nuclear weapons by 85 percent under the decades-old Nuclear Non-Proliferation Treaty.

Backers of the proposed treaty say prohibiting nuclear weapons would be a powerful step toward eliminating them.

The United States, France and the United Kingdom are among the countries that will not take part in the negotiations.

Even with the major nuclear powers boycotting the debate, a treaty would oblige them to revisit their policies sooner or later - even if, like Russian Federation and the United States, they're now modernizing their nuclear weapons arsenal.

According to Beatrice Fihn, director of the International Campaign to Abolish Nuclear Weapons, not much progress has been made on nuclear disarmament in recent years despite the commitments made by nuclear powers to work towards working on it under the Non-Proliferation Treaty (NPT).

"The fact that the Trump administration needs to protest this treaty is proof" it wants to legitimize "weapons created to destroy whole cities", Fihn said.

Today, negotiations on a treaty to ban nuclear weapons in global law began in NY.

No major powers have commented on the start of the talks so far, although the U.S. ambassador to the UN, Nikki Haley, is expected to issue a statement on the sidelines of opening day.

Historically, Western countries have been at the forefront of the nuclear disarmament initiative but now, many governments prefer to enjoy the protection of the USA nuclear umbrella, John Park, director of the Korea Working Group at the Belfer Center, Harvard University, told CNBC on Monday.
