ACC to consider NC as event host again after LGBT law change

Roy Cooper signed a measure to repeal the state's controversial House Bill 2 on Thursday.

But gay and transgender activists complained that the new measure still denies them certain protections from discrimination, and they demanded nothing less than full repeal.

But, as many have pointed out, the newly enacted legislation is no solution at all to the outrages inflicted on North Carolina's LGBTQ community by HB2.

Cooper said the new law is "not a flawless deal and it is not my preferred solution". On Thursday morning, after a brief floor debate, the state Senate on second reading approved 32-16 the measure that would repeal the law known as House Bill 2, popularly known as HB2.

Gov. Roy Cooper said in a statement Wednesday night: "I support the House Bill 2 repeal compromise that will be introduced tomorrow". The Associated Press calculated that the state made $71.4 million from 28 neutral-site NCAA events in the five academic years ending last spring.

Emmert said that he and the members of the NCAA's executive board will meet over the next few days to look over Thursday's General Assembly action and decide whether it goes far enough to allow championship events to return to the state. Bell said the three-year ban on extending additional protections to people who are transgender in some ways is more harmful than the initial law.

The sports governing body had removed neutral-site championships from the state for the current school year. But it's unclear whether those modifications, which still don't allow for cities to pass protections for LGBT citizens until at least 2020, will pass muster with the NCAA's board of directors.

That's been the worst part of dealing with HB2 fallout from the beginning: When you focus on the economic costs, whether it's business or basketball, you forget those costs are imposed on North Carolina because the state hasn't shown it respects people those organizations respect.




"This is a significant compromise from all sides on an issue that has been discussed and discussed and discussed in North Carolina for a long period of time", Berger said.

Republican Rep. Scott Stone, who lives in Charlotte, urged his colleagues to vote for the new bill.

Taking aim at the Human Rights Campaign, which described the deal to repeal the bill as a "disaster", McCrory said: "The good news is this: the HRC lost the battle..."

HB2 blocks expansion of LGBT rights in local ordinances and requires transgender people to use public restrooms corresponding to the sex on their birth certificate.

The proposal, which contained items similar to those being discussed by Republicans last week, would have repealed HB2. The site selection committees began meeting this week and are scheduled to announce their decisions on April 18.

The HB2 bill has cost the state millions of dollars since being signed into law.

Cooper acknowledged that the deadline amounted to huge pressure on Republican lawmakers to repeal the bathroom bill, or face the embarrassment of an NCAA boycott.

"I think this is a great way for us to reset but we have to remember that all people regardless of lifestyle, they're entitled to happiness, and love and respect and safety", he said.
