Greens and NDP Agree to End Liberal Era

NDP leader John Horgan and Green leader Andrew Weaver announced Monday that their two parties have agreed to form a minority government, leaving Christy Clark with a decision to make that could include her resignation as premier of the province.

What we got were platitudes from Clark about the message from voters being about cooperation, ill-advised bluster from B.C. Green Party leader Andrew Weaver about forcing a change to the voting system without a referendum, and hollow rhetoric from NDP leader John Horgan that nearly 60 per cent of voters rejected the B.C. Liberals.

The Liberal government of Premier Christy Clark now lacks the votes to survive in the legislature and she will either have to resign or be defeated in the house.

"Ultimately, Greens recoiled [sometimes physically] at the prospect of supporting the Liberals", he tweeted on social media shortly before the deal with the NDP was announced.

Weaver said his office informed Clark of the outcome of its negotiations after trying to reach an agreement with both the Liberals and NDP. "We can do great things across party lines when we have a government in place that's anxious to do that".

The Liberal party fell one seat short of winning a majority government in the May 9 election.

But Green Party Leader Andrew Weaver says that blocking the pipeline would be "a triumph of democracy ... federalism doesn't mean that one province gets to tread on the rights and threaten the environment of another".

Horgan said: "People voted overwhelmingly for change, and we are ready to give them that".

Horgan followed his newfound partner in government with assurances that this agreement was not merely the guarantee of change that both parties promised in the election, but also the hoped-for agent of stability for the next four years. "Both parties said that they oppose Kinder Morgan".




Details of the "Confidence and Supply Agreement" won't be revealed until it is ratified by NDP caucus, Tuesday.

"In the end we had to make a hard decision, a decision that we felt was in the best interests of British Columbia today".

"I don't know what she would do in those circumstances", Telford said.

Two weeks ago, Premier Rachel Notley said any government in B.C. would be over-reaching if it tried to block the pipeline. If she loses, she could ask the Lieutenant Governor Judith Guichon to dissolve parliament and call an eleciton.

Notwithstanding Horgan's wait-and-see admonition on the contents of the four-year agreement, Weaver disclosed one item by way of discussing one factor that drove him into the arms of the New Democrats over the B.C. Liberals.

The Greens went into negotiations with the other two parties making three key demands: getting official party status in the legislature, an electoral system based on proportional representation and political fundraising reform.

He noted that the third member of the B.C. Green caucus, Sonia Furstenau, participated in the citizens' climate lobby.

But in hindsight, Clark's message looked more like an attempt to get out in front of the Horgan-Weaver announcement.
