Russian Federation says Syria de-escalation deal takes effect at midnight

The agreement covers four main battlegrounds between the government and non-jihadist rebels - the northwestern province of Idlib, parts of Homs province in the centre, the south, and the opposition enclave of Eastern Ghouta near Damascus.

Jordan is not part of the agreement signed in the Kazakh capital Astana to create deescalation zones in Syria, a top government official said on Saturday.

"We as guarantors will closely monitor all operations", he said. The Syrian government is to allow "unhindered" humanitarian aid into rebel-held areas, and public services like electricity and water are to be restored where they have been cut off.

The principal opposition group, the High Negotiations Committee, said it "was concluded without the Syrian people" and "lacks the minimum basics of legitimacy", Reuters reported.

"This leaves Tahrir al-Sham with every reason to rally opposition to the Astana deal and to torpedo it through bombings and other provocations", Syria analyst Aron Lund wrote in an article on Friday.

Opposition activists in southern, central and northern Syria tell The Associated Press that there have been sporadic violations but the situation is by far much better than previous days with no airstrikes reported.

With the help of Russian Federation and Iranian-backed militias, the Syrian government has gained the military upper hand against rebel groups, including some supported by Turkey, the USA and Gulf monarchies.




The United States gave an extremely cautious welcome to the deal, citing concerns over Iran's role as a guarantor, even as it expressed hope that the agreement could set the stage for a settlement.

On Saturday the Observatory said rockets hit Qaboun, where the government has been pressing an offensive for several weeks, and there were clashes between rebels and government and allied forces.

"The only place where the coalition's aviation can operate is certainly on targets of the Islamic State".

Russia's Defense Ministry has denied Western media reports on alleged fighting between Syrian governmental and opposition units in the Hama region after the agreement on de-escalation zones came into force.

But the Pentagon also vowed that the de-escalation agreement would not affect the US -led air campaign against the Islamic State.

The Syrian Observatory for Human Rights said there had been a reduction in fighting across Syria since the deal came into force, but warned it was too early to say whether it would last. Adrian J.T. Rankine-Galloway. ISIS is an alternative acronym for the Sunni militant group.

Another question left unanswered is how the deal would affect USA airstrikes targeting al-Qaida's positions in Syria.
