South Korea wants to reopen communication with North Korea

Reuters notes that the test was detected by the up-and-running components of the THAAD missile shield, which North Korea and its patron China strongly oppose, in part because its sensory systems are so powerful.

The Security Council adopted two sanctions resolutions a year ago to ramp up pressure on Pyongyang and deny leader Kim Jong-Un the hard currency needed to fund his military programs.




As I discussed yesterday, the missile North Korea tested on Sunday was a new type of intermediate-range ballistic missile, based on an indigenously developed high-thrust liquid fuel rocket engine.

Haley said the United States and China have been working on "a unified plan" on how to approach North Korea that would include tougher new sanctions. "Absolutely, sanctions is something that we are looking at and we are going to continue to see where that takes us". "This is a true threat to every country in the world".

That being said, a recent update from BBC suggests that North Korea's long-range missiles may have the potential to reach the mainland United States.

Washington-US Ambassador to the UN Nikki Haley, the first Indian-American to hold a cabinet rank, pledged that the US plans to "tighten the screws" on North Korea's nuclear ambitions. They're trying to strengthen their muscle with no cause. They envisage a complete ban on all export and import operations with North Korea, including through third countries.

Regarding the North's Sunday test of an intermediate-range ballistic missile, Harris said it posed a threat to not only the Korean Peninsula, but also to Japan, China, Russia, the USA and beyond.

In a Q&A on the website of the Bulletin of the Atomic Scientists, Stanford Professor Siegfried Hecker, an expert on plutonium science, said: "North Korea does not yet have the capability to reach the USA mainland with a nuclear-tipped missile...although the missile test on Sunday brings it somewhat closer".

Bruce Klingner, a senior research fellow at the Heritage Foundation think tank, however, said the launch represented a "significant success" for the North's missile program.
