South Korea's President to send delegation to China amid frayed ties

The election victory of Moon Jae-in (MOON JAAH IHN) in South Korea confronts Washington with a scenario it faced a decade-and-a-half ago, when differences on how to deal with Pyongyang fueled tension with an ally that hosts USA forces.

President Donald Trump is extending an invitation to the new president of South Korea.

South Korea's new president got right to work Wednesday, saying he's ready to negotiate with the United States and China over a controversial US missile defense system and would even travel to Pyongyang "if the circumstances are right".

In a press conference after the call, South Korea's chief of presidential public affairs, Yoon Young Chan, said South Korea is "well aware" of China's interest and concerns over THAAD, adding that Moon expressed a wish during his conversation with Xi for bilateral communication about the issue "as soon as possible". But challenging Washington over THAAD might be hard for Moon.

That was after Mr Trump sent an aircraft carrier battle group to warn Pyongyang against further nuclear weapon or ballistic missile tests. "It remains a concern that the left of centre, left-wing party in South Korea is going to do well", an unnamed US official told the South China Morning Post before Moon's election was confirmed. Moon also said he would review the THAAD deployment.

"President Trump said he looks forward to working with President Moon (Jae-In) and invited him to visit Washington at an early date", the White House said in a statement.




Moon Jae-in, a liberal former human rights lawyer, was sworn in on Wednesday and said in his first speech as president he would immediately address security tensions that have raised fears of war on the Korean Peninsula.

South Korea and the United States began deploying the THAAD system in March and it has since become operational.

"Through the latest forum, the South Korean side plans to explore ways to cooperate bilaterally for regional co-prosperity, including its participation in the Chinese government-led the One Belt, One Road initiative, the ministry said". China contends the system's radar ranges into its territory and threatens its security. Before South Koreans voted, he demanded a payment of $1 billion for the THAAD system.

The Global Times, another government propaganda outlet that had referred to Moon's desire to re-establish diplomatic relations with Pyongyang as a "relief" before his election, published an analysis by "experts" suggesting Moon undo Park's military advances to protect from a North Korean attack.

Moon has taken a more conciliatory line with North Korea than his conservative predecessors and advocates engagement.

Moon has called for a renegotiation of the pact.
