US needs September 'shutdown' to fix Senate 'mess'

A split in the GOP over Trump's proposed border structure allowed Senate Democratic leader Chuck Schumer's party to walk away from spending negotiations this week with a goody bag of their priorities and assurance that no money would be spent on a wall

The deal struck by Republican and Democratic leaders to fund the government through September 30 includes some of the increased defense spending Trump had requested but not funding for his wall along the Mexican border.

Mulvaney also defended the president's tweeted prescription for a shutdown in the next round of spending negotiations in September, saying "I think the president's tweet was that we might need a shutdown at some point to drive home that this place, that Washington needs to be fixed".

President Donald Trump tweeted Tuesday that the country needs a "good 'shutdown, '" as well advocated for changing Senate rules, in a pair of tweets where he complained about the congressional negotiating process.

His comment frustrated some of his fellow Republicans in Congress, who chafed at the suggestion that the White House could dictate Senate rules, or send a message that a shutdown, which costs the economy millions, was desirable.

Republicans reduced the threshold to 51 votes for Supreme Court nominees this year and could do the same for legislation with a simple majority vote.

Mick Mulvaney, the White House budget director, told reporters Tuesday afternoon that the reason Trump floated the possibility of a shutdown was all because of Democrats' happiness at the spending deal. Democrats have cheered the wins they've scored in the measure, which excludes funding for Mr. Trump's border wall, continues funding for Planned Parenthood and protects most of the Environmental Protection Agency's (EPA) budget.

On April 30, Democrats and Republicans reached an agreement on a spending package for the 2017 fiscal year.




Democrat Rep. Eric Swalwell of California responded to Trump's call for a shutdown by suggesting that the president should be impeached. "The truth of the matter though is now we've averted a government shutdown in a way that allows the president to fund his priorities", Mulvaney said. "We'll have more of these to discuss in the future", he said of the budget deal.

In his second reporter briefing in 24 hours, Mulvaney also tried to spin a White House win on the spending bill.

"The American people won and the president negotiated that victory for them".

"We got $21 billion of new defense spending for less than $5 billion of non-defense spending", he said. The Senate now has 52 Republicans and 48 Democrats.

"They're walking around trying to make it look like they pulled one over fast on the President", he said.

"It would fundamentally change the way the Senate has worked for a very long time", McConnell said.

In a speech on the Senate floor, Senate Minority Leader Charles E. Schumer, D-N.Y., said he was "deeply disappointed" by Trump tweeting about a "shutdown", arguing that the spending bill was the result of bipartisan negotiations.
