3rd London Bridge terrorist named, man not known to police

Butt and his two accomplices drove a hired van into pedestrians on London Bridge before stabbing people in the area around Borough Market. Nearly 50 were injured.

He has said cuts in the number of police officers have had an impact on the ability to prevent attacks.

Youssef Zaghba called his mother last Thursday to say goodbye.

The Islamic gym where Butt worked out said Tuesday they had seen nothing of concern during his time there.

Youssef Zaghba, 22, was the son of an Italian mother and a Moroccan father who had separated, and was registered as an Italian living overseas, said Daniele Ruscigno, mayor of Valsamoggia, near Bologna. "This has destroyed our family's pride".

Butt had worked for the London Underground for six months past year as a trainee customer services assistant, Transport for London told the BBC.

The Islamic State terror group has claimed responsibility for the atrocity, which sparked fears that Britain is in the grip of a wave of copycat incidents.

He was a follower of the banned al-Muhajiroun network, led by the now-jailed preacher Anjem Choudary.

The officials spoke on condition of anonymity because they were not allowed to discuss details of the case.

Saturday's rampage followed a suicide bombing that killed 22 adults and children at a pop concert in Manchester two weeks ago, and an attack in March when five people died after a auto was driven into pedestrians on London's Westminster Bridge.

The Italian passport also meant he could easily travel to and from Britain. He also worked at Kentucky Fried Chicken and used a gym in east London. The company was looking into Italian media reports that Zaghba also was a former employee.

Police say they have 500 ongoing terrorism investigations and are keeping tabs on 3,000 individuals suspected of extremism. "That's where the question of resources comes into play".




Police had named the other two attackers as Khuram Butt, 27, a British national born in Pakistan, and Rachid Redouane, 30, who had claimed to be Moroccan and Libyan.

Another man - who did not want to be identified - told the BBC that Butt had expressed his disgust at the scantily clad way some women were dressed during his time at Transport for London. The couple is thought to have split. During the attack, seven people were killed and dozens more were wounded. Twelve were later released.

Irish state broadcaster RTE reported on Tuesday that Redouane had been refused asylum in Britain but had been able to move legally after marrying in Ireland in 2012. British officials declined to comment on why his asylum request was denied.

Zaghba was stopped at Bologna's airport trying to fly to Turkey in March a year ago over concerns he was intending to travel on to Syria, according to reports.

According to AGI, the British and Moroccan authorities were notified of Zaghba's status as a potential militant by DIGOS.

Zaghba was stopped while trying to take a flight to Turkey on his way to Syria, Italian newspaper Corriere della Sera reported Tuesday.

The prosecutor said Italy had lacked the evidence to prosecute Zaghba, but had warned Britain about him.

"We did everything we could have done", he said. "We in this country have faced a terrorist threat throughout my life - it changed and morphed and we will change and adapt to what appears to be a new reality for us", she said. "He was someone who was suspicious because of his way of behaving".

Italy has expelled more than 40 people in the past two years who were suspected of radicalisation activities but for whom there was insufficient evidence to bring formal charges.

Seated cross-legged on cushions on the floor of her modest Bologna home, her head veiled, Collina said her last phone conversation with her son was so "sweet" it reminded her of paradise.

"Undoubtedly when people see something which appears from their perverted point of view to be successful, some people will be inspired by that", she said.
