BRICS to combat terror funding

BRICS foreign ministers’ meeting

Xi met with the leaders of the delegations of Brazil, Russia, India and South Africa that are in this capital to attend the meeting of foreign ministers of the BRICS.

Together the BRICS countries account for roughly 40 percent of the world population and 20 percent of the global economy. "Together, they produce more than one-third of global cereal production, with Russian Federation becoming the largest wheat exporter in the world..."

Brazil's Foreign Minister Aloysio Nunes, second left, Russia's Foreign Minister Sergey Lavrov, second right, South Africa's Foreign Minister Maite Nkoana-Mashabane, left, Indian Minister of External Affairs Vijay Kumar Singh, right, and China's Foreign Minister Wang Yi, center, attend the BRICS foreign ministers meeting in Beijing Monday, June 19, 2017.

India on Monday asked the BRICS nations to back its efforts for the adoption of a comprehensive convention on terrorism at the UN and shed the ambiguity on "good" and "bad" terrorists, an apparent reference to Pakistan.

South Korean Foreign Minister Maite Nkoana-Mashabane said in her speech that the recent terror attacks in the world, including in BRICS countries, make it necessary for South Africa to re-emphasise that terrorism in all its forms and from whichever quarter can not be condoned. The meeting is being held in advance of the 9th annual BRICS Summit in Xiamen in September 2017.

Without directly referring to the USA, the BRICS foreign ministers also called upon the "developed countries" to "fulfil their commitment (made in Paris Accord) to provide necessary financing, technology transfer and capacity building support to developing countries".

Earlier, India, represented by Minister of State for External Affairs V.K. Singh, said the grouping needed to cooperate on counter-terror measures. "We have also set up a joint working group on terrorism and joint working group on cyber space affairs and have parliamentary interactions", Wang said, adding that the group can also uphold the legitimate rights of developing countries.

Chinese President Xi Jinping sent a congratulatory letter to the 2017 BRICS Games which opened in Guangzhou on Saturday.

"At present the global situation has complexities and also factors of instability and it is right for the BRICS to speak their voice", he said.

The joint statement also backed the Paris climate accord in a reaffirmation that comes after US President Donald Trump pulled out of the agreement, accusing India and China of trying to extract "billions and billions and billions" of dollars in foreign aid from developed countries in the name of climate change.
