CBO: 22 million people would lose insurance under Senate health care bill

The highly anticipated score answers key questions about the impact of the Senate's controversial legislation made public last Thursday.

However, the Senate bill, if becoming law, would decrease federal deficits by a total of 321 billion USA dollars over a decade. Like the House bill, it meaningfully reduces the deficit. The bill makes it painfully obvious that the GOP's goal is to enact tax cuts at any cost, even if it means tens of millions of people will no longer have access to health care.

Majority Leader Mitch McConnell (R-KY) can now move forward to make changes to the BCRA, or move to hold a vote this week.

The new Republican health-insurance bill is facing opposition from some of its own senators in the lead-up to a vote to approve it later this week. Five other Republican senators have also refused to support the bill, which is created to repeal and replace the Patient Protection and Affordable Care Act (PPACA) in its current form.

The Trump administration is reminding the Republicans that the Senate bill fulfills several 2016 campaign promises. In a letter to Senate leadership, the AMA objected to placing caps on Medicaid, which will cut hundreds of billions of dollars from the insurance program for the poor and disabled, and to letting insurance companies waive requirements that they must cover certain key services. Overall, the plan is estimated to save $321 billion in federal spending over a decade. The Congressional Budget Office has yet to offer its analysis of the Senate's bill; that report is expected later Monday.




Obamacare helped raise money for its expansion of health coverage by levying two new taxes on the wealthy. It pressures people to buy insurance by imposing a tax penalty on those who don't, but the Republican legislation would repeal that penalty, effectively erasing Obama's so-called individual mandate. So Senate Republicans could significantly boost the spending in their bill over the next few days. "Nearly anything would be better", said Marc Gurda, president of the Northbrook-based insurance company Castle Group Health.

The Senate draft also defunds Planned Parenthood for a year, which Murkowski does not support.

CBO found that premiums would likely rise next year and the year after under the Senate bill, but would fall after that.

As an ophthalmologist with 20 years of experience practicing medicine, Paul argued, "Premiums have never gone down". The decrease would be less than in 2020 mainly because of a reduction in the federal stabilization funding. During that six-month window, consumers would not have to pay premiums.

They'll go up, and especially so for older people. That doesn't matter in Kansas or Missouri, which refused to expand Medicaid, but it does matter in states like OH and Nevada.
