Hostage-taker in Australia had been acquitted of terror plot

"This terrorist attack by a known criminal, a man who was only recently released on parole, is a shocking, cowardly crime".

Police shot dead Yacqub Khayre on Monday after he held a woman hostage inside an apartment building in Melbourne, Australia's second-largest city.

Judge Couzens said if the Prime Minister was calling for the abolition of parole for anyone who had committed a violent offence it would put the community at more risk.

Malcolm Turnbull will ask the states to ban parole for violent offenders and those with any link to terrorism when he meets with premiers on Friday.

The 36-year-old was killed while working in the reception area of the serviced apartment complex by Yacqub Khayre, a Somali-born Australian. Police have foiled several major plots in recent years.

Attorney-General George Brandis said it was clear that Khayre, 29, who was granted parole in November after being convicted over a violent home invasion, should never have been released from prison.

Siege with a hostage situation in Australia's Melbourne on Monday is now being treated as a terrorist attack, Australian Prime Minister Turnbull has announced.

The gunman killed the man with a sawn-off shotgun, held a Colombian woman hostage, tampered with his Global Positioning System bracelet and shot the three officers before dying in a hail of bullets.

Victoria state Police Chief Commissioner Graham Ashton said on Tuesday the gunman had been implicated in a thwarted suicide attack at a Sydney army barracks in 2009.

"The attack in Melbourne, Australia was carried out by a soldier of the Islamic State in response to the call for targeting the subjects of the coalition states", ISIS Amaq news agency said, relating to Australia's partnership in the USA counter-ISIS coalition.




One police officer was shot in the neck and ear and two officers suffered wounds to their hands, but none of the wounds was life-threatening, Mr Ashton said.

Police attempted to negotiate with Khayre before he came out of the building shooting at police.

They found the male employee dead in the lobby with a gunshot wound, while Khayre was holding hostage a prostitute he had hired through an escort agency.

Police are investigating whether Khayre tried to lure police into an ambush.

Khayre, whose parents were refugees from Somalia, was known to police and had a long criminal history. He was sentenced in 2012 to 5 ½ years in prison on convictions including aggravated burglary after beating a woman in her home.

He then called cops to say he had a hostage, vowing to kill the woman if officers intervened.

During a phone call made to a Channel Seven newsroom before he opened fire, Khayre declared an affiliation to the terrorist group Isis.

"We believe at this stage from the information we have that he was acting alone and there isn't a sort of ongoing threat in relation to any plot or anything around this individual".

Khayre had been required to wear a satellite-positioning ankle bracelet as a condition of his parole.
