Trump's plans for health care and tax cuts face an uncertain future in Congress, and his administration is bogged down by an investigation into Russia's possible ties with his presidential campaign.

According to media reports, Trump is expected to announce that Foxconn, one of the largest electronics manufacturers in the world, will be adding a new plant in Wisconsin, adding as many as 10,000 employees.

Sen. Van Wanggaard, R-Racine, who represents an area being considered by Foxconn for the plant, thanked Walker and Foxconn for including the I-94 project in the bill.

The United States has added 70,000 manufacturing jobs since November, bringing the total to almost 12.4 million, but has not added any net factory jobs in the last two months, according to the Bureau of Labour Statistics.

The official said the White House was closely involved in Foxconn's decision to locate a factory in the United States and that the president had met personally with Foxconn Chairman Terry Gou.

Trump hinted that there were additional Foxconn plants in the works.

Gov. Scott Walker called a Special Session of the Wisconsin State Legislature on Friday, July 28th to consider legislation that would bring Foxconn to Wisconsin.

Foxconn did not immediately return messages seeking comment Wednesday.




Foxconn had considered building the plant in Ohio, Michigan and Pennsylvania, among other states. That's just not going to happen in southeast Wisconsin.

Still, as much as $3 billion in state government incentives offered to lure Foxconn to the US may ultimately bring other manufacturing facilities.

The incentives would only be awarded if Foxconn creates the jobs and pays an average yearly wage of almost $54,000.

Mark Maley, a spokesman for the Wisconsin Economic Development Corporation (WEDC), said the state has several business tax credit programs, but none have the capacity to accommodate the Foxconn deal.

GLOBAL AMBITIONS: Foxconn bought a majority stake in Japan's Sharp Corp. for $3.5 billion in 2016, in the first foreign takeover of a major Japanese electronics company.

Despite these worries, some high-ranking officials outside of the state government praised the deal Wednesday for the anticipated economic impact. That makes the prospect of import tariffs a real risk because Apple can't easily ask contract manufacturers to put its phones together in the U.S. IHS Markit estimates that iPhone 7 manufacture costs $5 per handset in China, where labor costs are about 10 times cheaper than in the U.S.

It's worth noting that in 2013, Pennsylvania Gov. Tom Corbett announced that Foxconn planned to invest $30 million in a "high-end technology manufacturing facility" with 500 jobs. To make flat-panel displays, the company will need access to great quantities of water to keep work spaces dust-free, among other things.

"It's an exciting opportunity", said Democratic state Assembly Minority Leader Peter Barca.
