Canada to compensate ex-Guantanamo inmate

Canada 'to apologise, pay Omar Khadr'

Canada is set to apologize and award millions of dollars of compensation to a former Guantanamo detainee who was captured in Afghanistan at the age of 15 and pleaded guilty to killing a USA soldier, reports said on Tuesday. The elder Khadr was killed by Pakistani troops in 2003. He won the right to be extradited and was sent home to Canada in 2012 to serve the remainder of his sentence.

According to ABC News, Khadr apologized to the families of his victims after his 2015 release and said he wants a fresh start to finish studying to work in health care. The Globe and Mail says Speer and another former USA solider blinded by a hand grenade plan to file an emergency injunction to stop Ottawa from paying the millions.

Legal experts have said it would be hard to enforce the American judgment given, among other things, its heavy reliance on the commission. "Khadr confessed to murdering Christopher Speer, a medic who rushed to his aid". A badly wounded Khadr is taken prisoner.

Social media exploded with denunciation of the agreement, which sources said would see the government pay Khadr $10.5 million - part of which would go to his lawyers - and the justice and public safety ministers formally apologize to him.

Khadr was raised in a militant family in Toronto, taught bombmaking and marksmanship by his father before the age of 12 and sent to Afghanistan to fight the USA military with his father and brothers when he was 14.

Omar Khadr was arrested at the age of 15 in a firefight during the US invasion of Afghanistan on July 27, 2002.

August 14, 2009: The Federal Court of Appeal upholds a ruling requiring Ottawa to press for Khadr's return from Guantanamo Bay.

The 30-year-old Khadr has filed a lawsuit against Ottawa, asking for $ 20 million in Canadian dollars for violating his human rights. Omar was arrested at the age of 15 during the USA invasion of Afghanistan on July 27, 2002. Judge Col. Patrick Parrish rules Khadr's confessions admissible.

Khadr's lawyers have consistently argued thoughout the ordeal that Khadr's guilty pleas was obtained under duress. He was serving an eight-year sentence, his attorneys said two years ago.

April 2012: US defence secretary signs off on Khadr's transfer.

Mr. Khadr was captured in Afghanistan at the age of 15 in 2002, following a shootout with US troops where he was badly wounded - blinded by shrapnel in one eye and with fist-sized exit wounds in his shoulder and chest.

Kenney said Khadr should be in prison paying for his crimes, not profiting from them at the expense of Canadian taxpayers.

July 8, 2014: Alberta's Appeal Court allows Khadr to transfer to a provincial jail but his lawyers consent to a stay of the ruling.

Mr. Khadr was freed on bail in May, 2015, and released under the supervision of Mr. Edney.

Defenders of the deal noted the Supreme Court had ruled three times in favour of Khadr.
