Trump Tries to Cut Legal Immigration by Half

Joined by Eudora Welty caricatures Tom Cotton (R-AK) and David Perdue (R-GA), Trump rolled out the RAISE Act (for Reforming American Immigration for a Strong Economy) which would cut the number of legal migrants entering the U.S.by roughly half.

In what will likely prove to be the most controversial provision, the bill would dramatically reduce overall immigration levels by doing away with chain migration. LONG HISTORY Slashing legal immigration has always been pushed by low-immigration advocacy groups in Washington like NumbersUSA and the ideas have been backed by now-Attorney General Jeff Sessions, who is now facing public criticism from Trump.

"Restricting family members from joining their families in the U.S. will make it harder for them to become fully American", the National Immigration Forum's executive director Ali Noorani said in a statement.

"We are taking action to fix some of the shortcomings in our legal immigration system", Perdue said at the time.

Cotton and Perdue's early version of the legislation had proposed a 50% reduction in annual immigration over the next 10 years, allotting green cards for just 539,958 immigrants in 2027 compared to the 1,051,031 that received them in 2015.

The senators also propose to end a visa diversity lottery that has awarded 50,000 green cards a year, mostly to areas in the world that traditionally do not have as many immigrants to the United States, including Africa. But it is clear the president wants to sign it. Trump also put his support behind Cotton and Perdue's proposal last week during a rally in Youngstown, Ohio, during which he said he didn't want "people that come into this country and immediately go on welfare and stay there for the rest of their lives". The administration says they are struggling to earn a middle-class wage because of the influx of cheaper foreign workers who depress wages.




"In the U.S., we don't shut the door behind us", Senator Catherine Cortez Masto (D-Nevada) said on Twitter.

Donald Trump is not exactly known for consistent policy positions, but two of his most prominent goals are working against one another: His promise to push economic growth toward the 4% mark while at the same time cracking down harshly on immigration, legal or otherwise. Immigration to the USA since the passage of that Act is responsible for the vibrant and diverse country that we have today. "This is a major promise to the American people to push for merit-based immigration reform that protects USA workers, protects U.S. taxpayers, and protects the United States economy, and that prioritizes the needs of our own citizens, our own residents and our own workers". This latest immigration bill's chances are slim in the Senate, given that it would require 60 GOP votes to thwart a Democratic filibuster.

That is because the current system favors immigrants with family ties over immigrants with useful skills needed in the American economy.

Senator Lindsey Graham of SC, for instance, immediately came out against the bill and said it would be "devastating to our state's economy which relies on this immigrant workforce".

By contrast, the US took in an average of about 1.1 million legal immigrants annually from 2000 to 2015, according to the Migration Policy Institute.
