A resolution to the North Korea issue can not only rely on sanctions and not talks, Wang said.

The North, which says it needs nuclear weapons to protect itself against the threat of invasion by a hostile United States, responded on Friday with a rare personal rebuke from Kim, who called Trump "mentally deranged" and a "dotard" and threatened the "highest level of hard-line countermeasure in history".

The quake was detected in an area around Kilju, in north-east North Korea.

Asked ahead of a lunch meeting with the leaders of Japan and South Korea if diplomacy was still possible, Trump nodded and said, "Why not?"

A small natural disaster near North Korea's nuclear test site was probably not man-made, the nuclear proliferation watchdog and a South Korean official said, easing fears Pyongyang had exploded another nuclear bomb just weeks after its last one.

In a statement posted to its website late Friday night, the ministry reiterated the terms of the latest resolution, writing that United Nations member states would not export more than 500,000 barrels of refined petroleum products to the North in the final three months of 2017, and 2 million annually starting next year.

President Trump and North Korean leader Kim Jong Un spent the past week trading insults and ratcheting up the already-high tension between the countries.




The U.S. Treasury Department now had authority to target those that conduct "significant trade in goods, services or technology with North Korea".

The measure could force Chinese banks or Russian importers to decide between doing business with North Korea or being blacklisted by the United States.

The U.N. Security Council has unanimously imposed nine rounds of sanctions on North Korea since 2006, the latest this month capping fuel supplies to the isolated state.

Miyagi also said funds for maintaining emergency shelters ran out after the Cold War ended.

Guam, a base for U.S. naval and air forces, is about 3400km from North Korea, a distance that an intermediate-range ballistic missile could reach.

Monitoring groups estimate that the nuclear test conducted in North Korea earlier this month had a yield of 250 kilotons, which is16 times the size of the USA bomb that destroyed Hiroshima in 1945. Negotiation is the only way out.
