At the heart of the Graham-Cassidy bill is a massive shift in where federal funds for insurance subsidies and public health insurance programs would be directed, from states that embraced the ACA like NY and California to states that rejected it like Alabama and Georgia.

But despite the new version, there are still plenty of obstacles ahead.

Top Republicans added billions of extra dollars and eased coverage requirements to their effort to repeal the Obama health care law, as party leaders labored Monday to stave off defeat in a Senate showdown this week. Progressive advocates plan to protest the hearing to show their support for preserving Obamacare.

Republicans have 52 senators. The Republicans are facing a Saturday deadline to act on the legislation. Republicans had planned to use the resolution to pass a tax reform bill. That would allow for a second pass at reconciliation in 2018, a midterm election year. But the CBO is Congress's official scorekeeper.

Former Trump campaign adviser Roger Stone will appear Tuesday before the House intelligence committee.

If Paul and Sen. Luther Strange takes on Judge Roy Moore, also a Republican, in the primary runoff for the Senate seat vacated by Attorney General Jeff Sessions.
