FBI Asked to Investigative Fatal Police Shooting of Black Man from Behind

Salt Lake Police Officer fired after U of U Nurse Wubbels incident	 	 	 			University of Utah Nurse Alex Wubbels

Detective Jeff Payne was axed after an internal investigation found he violated department policies when he arrested nurse Alex Wubbels and dragged her screaming from the hospital, a police spokesman say. Ultimately, Brown concluded that both officers broke multiple department policies.

Chief Brown went on to tell Payne he was "deeply troubled by your lack of sound professional judgment and your discourteous, disrespectful, and unwarranted behavior, which unnecessarily escalated a situation that could and should have been resolved in a manner far different from the course of action you chose to pursue".

'Your lack of judgment and leadership in this matter is unacceptable, and as a result, I no longer believe that you can retain a leadership position in the department, ' Brown said.

In the police video of the incident, Detective Jeff Payne handcuffed Wubbels and placed her in a police vehicle when she refused to allow officers to obtain a blood sample from a crash victim at the hospital without a warrant. "In making his decision, I am confident Chief Brown balanced the unique stresses each of our police officers deal with daily, and the responsibility they have as leaders in our community".

Wubbels' attorney, Karra Porter, said they are pleased that Brown took action and recognized that the officers made crucial mistakes that have eroded public trust.

"The hiring and firing of staff is really an administrative function, but I think we need to look at what happened, how we can prevent this, what policies need to be updated, modified, changed so that going forward residents can count on a safe interaction from our police department". I do think that Salt Lake City did a fair job of doing the investigation, and I think that their findings are, by and large, accurate.

Wubbels' attorney, Karra Porter, said Tuesday that she felt "relief" that Payne was sacked. Ms. Wubbels pleads for help as she is arrested.




She said: "I will say that the level of scrutiny that this case received would not have been the case had there been no bodycam footage. I do not think the truth would have been told without the bodycam footage".

But it was Payne who withheld information from Tracy, according to Brown's letter, and was the one who tried to use his supervisor as a "shield" to arrest Wubbels. She told the Tribune she has yet to make a determination about Brown's decision against Tracy.

Asked about a potential lawsuit, Porter said she expects to meet soon with city officials to discuss next steps that could include settlement talks. Wubbels was later freed from the handcuffs and has not been charged.

Does Wubbels plan to sue?

Payne was also fired from a part-time job as a paramedic after he was caught on camera saying he'd take transient patients to the University of Utah hospital where Wubbels worked and transport "good patients" elsewhere.

One of the ways that they reportedly try to do this is by training officers to slow down so that they have time to rethink their approach.
