SPANISH KING: Catalan authorities 'have placed themselves outside the law and democracy'

More than 800 people required medical attention after riot police cracked down on the banned independence referendum regional authorities said

CNN reports that Catalan President Carles Puigdemont said he expected strong support for the day of action and called for worldwide mediation to resolve the crisis.

"Thanks to their irresponsible behaviour, those [Catalan] authorities have put the social identity of Catalonia and all Spain at risk", he said.

Spain's prime minister Mariano Rajoy and the European Commission have declared the election illegal.

The European Parliament is set to debate the crisis in Catalonia on Wednesday amid mounting criticism of a deafening silence in Brussels. The autonomous community held a referendum vote Sunday in which over 90 percent of the 2.3 million voters opted to break away from Spain. It has its own regional government which already has considerable powers over healthcare, education and tax collection, but is not recognised as a separate nation under the Spanish Constitution.

The U.N. high commissioner for human rights, Zeid Ra'ad al-Hussein, said he had been "very disturbed" by the violence, The Guardian reported.

The authorities claim that the demonstrations obstructed police operation. "We trust the leadership of Prime Minister Mariano Rajoy to manage this hard process", said the EC, describing the situation as an "internal matter".




Close to 900 people were hurt by heavy-handed police, who raided polling stations and used rubber bullets and batons in clashes with pro-independence protesters.

"We are going to declare independence 48 hours after all the official results are counted", Puigdemont said in the interview. He also said it was the duty of any Government to uphold the rule of law and sometimes that requires the "proportionate use of force".

Mr Timmermans said the regional government of Catalonia had ignored the law by holding the referendum, and he said the matter was an internal one for Spain, which had to be dealt with in line with constitutional order of Spain.

"I think in any democracy there has to be surely a legal way for people to express their view and therefore there should be a process of dialogue that allows Catalonia and the Spanish Government to decide the way forward here".
