USA formally proposes replacing Obama's carbon-cutting plan

"We are committed to righting the wrongs of the Obama administration by cleaning the regulatory slate". Rather than regulating a pollutant as a whole, the Trump EPA would like to limit any regulation to the pollution produced by individual sources.

During an interview in Kentucky, Pruitt said the EPA will set standards that use the latest technology to achieve the best emission reductions.

With its proposed repeal Tuesday, Trump's EPA is siding with the plan's critics in arguing that it dictated overly broad changes to the US energy system, rather than setting mandates on specific power plants.

"As much as we want to see progress made with clean air and clean water, with an understanding that we can also grow jobs, we have to do so within the framework of what Congress has passed", Pruitt said.

He added: "No matter who is in the White House, the EPA is legally required to limit risky carbon pollution, and the Clean Power Plan is an achievable, affordable way to do that". California will, in fact, exceed the goals of the Clean Power Plan.

This argument has never been tested in court.

State measures plan - includes a mixture of measures implemented by the state, such as renewable energy standards and programs to improve residential energy efficiency that is not included as federally enforceable components of the plan.

But trade organizations like the National Association of Manufacturers, which participated in a legal challenge to the plan, praised it.




Whether or not this position makes sense technologically is unclear.

The announcement came from Scott Pruitt, EPA Administrator, while speaking in Kentucky, where he announced that it will sign to repeal the Clean Power Plan on Tuesday. The other two building blocks involve switching to renewables or natural gas.

The Obama-era plan limited carbon emissions from coal-fired power plants such as the downtown Drake. In addition, the Trump EPA appears to be ignoring the existence of carbon capture and storage to lower emissions from existing plants.

"Pruitt is trying to gut the EPA's Supreme Court-confirmed power to regulate risky climate pollution so these same companies can avoid accountability for fueling climate chaos", Mitchell said. Eventually, to comply by 2030, states would need to switch entirely from coal and natural gas to wind and solar. "Repealing the CPP will spur new investment and create new jobs in energy-intensive manufacturing and resource industries. We will redouble our efforts and broaden our partnerships with the business community to fill the leadership void as we work to effectively mitigate the impact of climate change and reduce the country's greenhouse gas emissions". Obama's EPA administrator, Gina McCarthy, called the proposal "just plain backwards".

The proposal will be published in the federal register today, which then kicks off a public comment period and is sure to generate legal challenges.

But there are a couple of additional things the EPA would like to hear from the public about.

But the EPA has not, as was widely expected, issued a revised, weaker version of the Clean Power Plan.
