DOD releases sexual assault figures for Fort Drum, other military installations

Dr. Nate Galbreath, deputy director of the DOD Sexual Assault Prevention and Response Office, said that the military's reporting program allows personnel to report allegations of sexual assault at any time or place.

A restricted report is one made confidentially by a victim who may be seeking "advocacy, support services, medical care, and mental health counseling" and is not referred to criminal investigation, SAPRO said.

Servicemembers reported 6,172 cases of sexual assault in 2016, compared to 6,083 the year before, according to data the Pentagon released in May.

In addition to Naval Station Norfolk, the Navy's largest base, the Army's Fort Hood in Texas, Joint Base San Antonio in Texas, Joint Base Lewis-McChord in Washington, Naval Base San Diego, and the Marine Corps' Camp Lejeune in North Carolina and Camp Pendleton in California have regularly received the highest tally of sexual assault reports in recent years.

An Unrestricted Report of a sexual assault consists of a sex-related allegation that is referred for investigation to military or civilian law enforcement agencies.

But campaign groups say the problem with sexual assault reporting and preventing in the military is far from solved.

The new numbers from the fiscal year 2016 show the number of sex assault reports has almost tripled at Fort Carson since 2013.




The Air Force and Navy were the only two that recorded an increase in reports.

The report said the location of where a report was made does not necessarily mean the incident occurred at that location.The reason is that victims may report a sexual assault at a time and place of their choosing.

Before FY 2014 (Oct. 1, 2013 to September 30, 2014) the DoD reports that 15% or fewer military members reported a sexual assault. That number jumps up to 59 in 2015 and 44 in 2016.

It found that between 2013 and 2016, 8,896 complaints of sexual assault were made in the Air Force and nearly as many, 8,294, were made in the Army, the largest branch of the Armed Forces.

In 2012, the military "reinvigorated" its approach to addressing sexual assault and encouraged better reporting, according to de Vera, the Navy spokesman.

In September, the Senate approved the FY18 National Defense Authorization Act (NDAA) which included numerous provisions to protect and help victims of sexual assault.

In 2016, data showed a decrease from 6.1 percent of active duty women in 2012 to 4.3 percent in 2016, and from 1.2 percent of active duty men in 2012 to 0.6 percent in 2016.
