Syria plans to join Paris climate agreement, isolating US

On Nov. 7, Syria announced during the COP 23 United Nations climate summit in Germany that it would sign onto the Paris agreement, joining almost 200 countries committed to achieving net-zero carbon emissions by 2050, the Independent reports. Nicaragua, which was one of the last holdouts, in September announced it would join the accord.

US President Donald Trump announced in June that he meant to quit and Nicaragua has said it will join. Not all signatories have ratified the treaty yet.

Overall, the Paris agreement seeks to limit a global rise in temperatures to "well below" 2C above pre-industrial times and ideally to 1.5C.

If the Trump administration follows through with its threat, the USA withdrawal would take effect in November 2020.

"I confirm that the Syrian Arab Republic supports the implementation of Paris climate change accord, in order to achieve the desired global goals and to reflect the principles of justice and shared responsibility, but in accordance with the capabilities of each of the signatories,"said Syria's Deputy Minister of Local Administration and Environment, M. Wadah Katmawi, according to CNN".

Pressed on whether Washington had chosen to isolate itself globally, Nauert continued: "The president has said that he is going to assess the situation".

The tweet attracted dozens of complaints from other Twitter users, many of them pointing to the widely suspected use of chemical weapons by the regime of Syrian President Bashar al-Assad.

Trump said in June he would pull the United States out of the Paris Agreement, a process that will take effect in 2020, and instead promote coal and oil.

The UN is hosting the COP23 climate change conference this week in Bonn, Germany.

Officially called the "One Planet Summit" in English, the event is also when Macron is going to announce the winners of his offer of a generous fellowship to US climate scientists who come to do their research in France.

On June 2, former Secretary of State John Kerry of the Obama administration called the US withdraw from the Paris agreement "one of the most cynical and frankly ignorant and unsafe, self-destructive steps that I've seen in my entire lifetime in public life".

The war itself has caused an worldwide refugee crisis, which has enabled Islamic State militants to pose as refugees and enter into other countries.
