'We weren't ready' to close deal: Trudeau defends Canada's actions on TPP

Trade Minister David Parker says New Zealand was one of the countries that had agreed to a TPP deal when one

Motegi had said late on Thursday that all countries had agreed in principle to move ahead with the pact, but Canada later said that was not true.

A spokeswoman said Japanese Prime Minister Shinzo Abe, the meeting's chair, cancelled the event after a 50-minute face-to-face discussion with Trudeau.

Prime Minister Jacinda Ardern says she doesn't want to speculate but the deal appears to be in a much more stable place than it was on Friday afternoon when Canada withdraw from talks without explanation.

"We got a better deal for Canada, we were also able to enhance the progressive elements - as the prime minister says you don't do trade in the 21st century like you did before", he said.

The spat highlighted the continuing challenge to reviving a pact whose survival was thrown into doubt when President Donald Trump ditched it, in one of his first acts in office, in favor of bilateral dealmaking.

He said the original TPPA which included the United States was signed after considering all costs and benefits associated with the trade deal.

"We will not only miss out on the opportunities to strengthen our trade and investment ties with these 10 countries, but also with those countries that have registered their interest to join the CPTPP in future", he added. "Our continued involvement in the CPTPP is a testament of Malaysia's commitment to globalisation and multilateralism", Mustapa said.

Facing Canadian domestic political pressures similar to those faced by the New Zealand Labour-led government from the left of its support base, it appears Canada has pushed for the inclusion of the "comprehensive, progressive" wording to stress this is not an "old-style" agreement focused only on trade.




But negotiators from all countries involved in the Trans-Pacific Partnership, including Canada, held further talks on Friday night. Canada's trade minister later blamed Trudeau's absence on "a misunderstanding about the schedule".

Some 20 provisions of the original agreement were suspended. It's unclear what the exact sticking points were, but officials have alluded to differences over the unequal impact more open trade has had on workers and concerns over automation in manufacturing that could leave many millions in a wide array of industries with no work to do.

"The primary reason is that Canada is in a hard situation trying to balance the interests of the TPP, which has Mexico as a party, but also keep alive the North American Free Trade Agreement", Professor Rothwell said.

The TPP member countries are trying to find a way forward without the USA, the biggest economy and, before Trump took office, one of its most assertive supporters.

The pullout of the United States came as a shock to the other 11 members, given that the Pacific Rim deal was a landmark pillar of Trump's predecessor Barack Obama's policy of a strategic rebalance, or "pivot", to the Asia-Pacific region and had significance not only economically but in security aspects amid the rise of China.

Zhang said the Beijing-backed Regional Comprehensive Economic Partnership (RCEP) trade pact will not be impacted by TPP, to which China is not party. It cut into the planned TPP leaders' meeting and kept the other leaders waiting for them in the room.

"The fact that global meetings were held continuously in a very short time is unprecedented, it did not happen even during the earlier negotiation period", Motegi said.
