North, South Korea to meet for talks Tuesday

Both North Korea and the U.S. have continued to threaten each other, with Kim Jong Un ramping up production of nuclear warheads and Trump vowing to keep up his pressure campaign.

President Moon said last month that he had proposed to the USA side to postpone the joint war games to successfully host the winter sports event.

He told reporters Friday that Japan would "take all steps necessary", including cooperating with China and Russian Federation, to step up pressure on North Korea so it will give up its nuclear weapons and missile development policies.

While it has in the past existed as a key way for the two sides to tamp down accidental flare-ups along the DMZ, the North reportedly stopped answering the line two years ago after South Korea closed what had been a joint North-South industrial complex in Kaesong - a town on the North Korean side of the divide.

He said future talks involving the United States could allow North Korea to "chart a way for themselves to a more secure future, a more prosperous future", and added: "They do know how to reach us if and when they are ready to engage with us as well".




Mr Kim hasn't yet shown he's willing to freeze his weapons tests, as USA officials have demanded.

The Trump administration has remained guarded on the prospect of unilateral talks between North and South. Commercial satellite imagery suggested that North Korea was preparing for a rocket engine test at the Sohae launch facility in the country's northeast, the website 38 North reported Friday. The two sides would discuss leadership and composition of each delegation participating in the talks, he said. The last time the two Koreas engaged in official talks was in December 2015. Mr Moon's predecessor, Park Geun-hye, passed up an opportunity to meet Hwang Pyong So - then the vice marshal of the Korean People's Army - when he met South Korean officials during a 2014 trip to the Asian Games in Incheon.

The announcement of the planned talks came amid a series of developments on the Korean Peninsula.

If the president were to order a strike, he would identify himself to military officials at the Pentagon with codes unique to him.

"It's a rare opportunity that can not afford to be missed", said Shi Yuanhua, a Korean studies professor at Fudan University in Shanghai.
