Russians have been competing as neutral athletes at Pyeongchang, with their Olympic status suspended for allegations that Russia ran a systematic, state-backed drug-cheating program.

Alexander Krushelnitsky won bronze in the mixed curling but was stripped of his medal after being found guilty of doping while Nadezhda Sergeeva, who competed in bobsleigh, was banned on Saturday.

IOC President Thomas Bach said a condition for Russia's reinstatement was no further positive drug tests at these Olympics.

Russian athletes were hoping to sign off from the Games under their flag, however, those hopes were dashed after the International Olympic Committee confirmed its decision Sunday - citing the two failed drugs tests in South Korea.

"Despite a good collaboration from the OAR delegation to respond to these (doping) cases in a prompt and transparent way, the implementation group was convinced that these cases caused significant concern", said Hoevertsz, who is from Aruba.

"We have to draw a line and look towards the future", Hoevertsz said. "It's essentially a Korean problem", the official added. "It is never going to be business as usual any more in the world of sport and in Russian Federation".

Almost 170 Russians have been allowed to compete in these Games as part of a compromise in which the IOC punished the Russian Olympic committee - charging it with a US$15 million fine - but kept the door open for athletes without a history of doping. The IOC re-testing programme for Beijing 2008 and London 2012 uncovered numerous doping cases, many involving Russian athletes.

"By failing to impose a meaningful sanction on [Russia's Olympic committee], the IOC would be culpable in this effort to defraud clean athletes of the world", the institute wrote.

The Post reported that Russia's GRU military intelligence agency managed to take control in early February of 300 computers linked to the Olympic organization. American-born snowboarder Vic Wild, who obtained Russian citizenship and now competes for Russia, said the uncertainty hurt his preparation.

Last week, Rodchenkov told BBC Sport that the International Olympic Committee faced "the most important moment in its history" over whether to allow Russian athletes to parade with their national flag at Sunday's closing ceremony.

Nearly three months ago, IOC President Thomas Bach and the dozen members of the executive board acted alone on December 5 to ban Russian Federation.

'The IOC would have considered lifting the suspension because the OAR delegation has respected the December 5 decision.

The IOC commission stated that Russian anti-doping rules violations (ADRV) committed during the 2018 Winter Olympics do not show any pattern and were committed on individual bases.

The almost 170 Russian athletes won't get to parade in the white, blue and red of the Russian flag and be introduced as Team Russia.

Former Olympic ice hockey champion Igor Larionov told Reuters it would be hard for Russian players to stand on the podium under the Olympic flag if they won the ice hockey gold medal in their final against Germany later on Sunday.
