UN Security Council unanimously backs 30-Day humanitarian ceasefire in Syria

In addition to a 30-day nationwide ceasefire, the resolution demanded weekly aid convoys, medical evacuations and the immediate lifting of sieges, particularly eastern Ghouta.

But activists said that Damascus, Syria's capital, and the embattled suburb eastern Ghouta appeared relatively calm.

Qatar's Emir Sheikh Tamim bin Hamad Al Thani, has characterised the latest intensive bombardment of Syria's Eastern Ghouta as a "crime against humanity".

He said colleagues inside eastern Ghouta, where the government of Bashar al-Assad began airstrikes on the rebel-held enclave near the capital last week, have told him they are "living in constant fear" and are anxious over when "the next bomb might hit". Yet several insurgent factions have retained control.

The U.N. resolution came after intense negotiations to persuade Russian Federation not to use its veto power in the Security Council.

Details of Sunday's fighting were sketchy but witnesses told al-Jazeera TV that regime forces were attacking opposition groups on multiple fronts, while Syrian warplanes kept up their bombardment for an eighth consecutive day. UN Secretary-General Antonio Guterres issued a statement welcoming the resolution's adoption, stressing his expectation that "the resolution will be immediately implemented and sustained, particularly to ensure the immediate, safe, unimpeded and sustained delivery of humanitarian aid and services, the evacuation of the critically sick and wounded and the alleviation of the suffering of the Syrian people".

Eastern Ghouta, which houses around 400,000 residents, has remained under a crippling regime siege for the last five years.




"[There are] hundreds, thousands of civilian victims, children, women, the elderly; hospitals have been struck; people can't find anything to eat ... all this is inhuman", Francis said.

The new fighting appeared to deal a blow to the authority of the United Nations and justify scepticism expressed by Russian officials about the viability of a ceasefire imposed from outside.

He said a ceasefire would not work in the long run unless concrete agreements are secured between the warring parties. The Russian president has faced sharp western criticism over what were viewed as cynical Russian attempts to delay passage of the ceasefire resolution.

Under the cease-fire deal continued military operations will be authorised against groups regarded as terrorist organisations by the United Nations, including the Islamic State and Nusra Front, who now call themselves Tahrir al-Sham, which the Syrian government says is present in Eastern Ghouta.

But he said that the U.S. was operating like an occupying power with territorial ambitions in Syria, and blamed the USA and foreign supported Islamist militias, such Al Nusra, the Islamic State and Al-Qaeda of the carnage and humanitarian crisis in Syria.

Syrian government's use of the term includes jihadist groups such as former Al-Qaeda affiliate Hayat Tahrir al-Sham (HTS) and rebel forces. But they also vowed to respond to any attacks.

"Unbelievable that Russian Federation is stalling a vote on a ceasefire allowing humanitarian access in Syria", Haley posted on Twitter.
