Rep. David Cicilline: 'Looks Like' FB CEO Zuckerberg Lied to Congress

Apple was among the companies that used device-integrated APIs to serve up a version of Facebook on its hardware but the deals are now under scrutiny

Here's what you need to know.

Facebook has been under scrutiny from regulators and shareholders after it failed to protect the data of some 87 million users that was shared with now-defunct political data firm Cambridge Analytica.

While Facebook claimed that the Cambridge Analytica scandal was the end of open access to user data, this NYT article proves that that is not exactly true.

Who still has access and why?

Archibong also said the data agreements allowed phone makers to offer Facebook features on their phones before app stores were popular.

As an example, Microsoft entered a partnership with Facebook in 2008 that enabled users of Microsoft products to add contacts and friends and receive notifications via Facebook. A Times reporter logged into his Facebook account on that app, gaining access not only to detailed information about 556 friends, including sensitive stuff about religious and political leanings, but also to identifying information on 294,258 friends-of-friends.

A New York Times investigation published late Sunday revealed the scope of data-sharing deals Facebook struck over the years with companies like Apple, Samsung and Microsoft.

What does that software do with the data?

Blackberry said it did not "collect or mine" Facebook data for its own use.

Facebook has said in recent months that a Cambridge-like abuse could not have happened after 2015, when it imposed restrictions so users could choose which of their data their Facebook friends could share with third parties. Amazon and Samsung refused to comment. The potential for additional infractions may only compound Facebook's legal woes.

Whether Facebook actually violated the FTC consent decree remains to be seen.

The problem in this case is that Facebook has exempted these manufacturers from its new policy of preventing third party access to user data. Most notably, this was done after the Cambridge Analytica scandal that now has governments across the world demanding more protection for consumers.

Facebook declined Monday to detail a full list of device makers with which it had brokered such arrangements. "This took a lot of time - and Facebook was not able to get to everyone".

Rep. David Cicilline, the ranking member of the House Judiciary antitrust subcommittee, tweeted that Zuckerberg lied to Congress about whether or not users had "complete control" over who has access to user data on his site.

"These contracts and partnerships are entirely consistent with Facebook's F.T.C. consent decree", said Mr. Archibong, a Facebook official. "All these partnerships were built on a common interest - the desire for people to be able to use Facebook whatever their device or operating system".

Ime Archibong, Facebook's vice-president of product partnerships, said the company disagreed with the Times report.

The social media giant on Monday pushed back against the story, writing in a post that partners "signed agreements that prevented people's Facebook information from being used for any other goal than to recreate Facebook-like experiences".
