Obamacare 'navigator' program cut further by Trump administration

Obamacare David Axelrod cried passed nr_00000000

Health insurance lobbying groups said halting the so-called risk-adjustment program could cause some companies to stop selling plans in some markets or boost premiums even more. The move is yet another attempt to knock out one of the legs of Obamacare - creating a scenario where insurance companies have to accept all patients regardless of their health status, but will not be financially supported in doing so.

Insurers rely on the funding, which serves as a backstop for those who wind up with a high share of costly enrollees.

Technically, the administration has only suspended risk adjustment payments, not permanently ended them. Health law experts are... These plans would bypass the law's protections that prevent companies from charging higher prices to women, older people and those with preexisting medical conditions. It's bad news, as well, for all Americans who believe that nobody should be priced out of basic health care just to save the rest of us a buck.

She noted the Trump administration views state flexibility as important, and is committed to granting as much of it as possible. Pregnancy could be one of these.

The leader of the Blue Cross Blue Shield Association said that the organization has the legal reason required to proceed with the payments irrespective of the New Mexico ruling.

The president last fall issued an executive order to try to make it easier for individuals and small businesses to buy health plans that cost less than ACA coverage because they cover fewer services and bypass rules meant to protect people from previous practices in which insurers charged higher prices to women, older people and those with pre-existing medical conditions. The administration is also pushing to broaden the definition of short-term insurance, which is also exempted from the ACA's rules.

Signaling the administration's long-term objectives, Andrew Bremberg, who oversees domestic policy at the White House, told reporters past year, "The president still firmly believes that Congress must act to repeal and replace Obamacare, but before that can be done, this administration must act to provide relief". Almost 9 in 10 people buying coverage on the ACA exchanges qualify for federal subsidies based on their incomes, and the amount those subsidies rose past year because of an increase in silver-plan premiums. She's hoping to land a full-time job with health insurance before she has to renew her coverage.

The navigators, Fann added, were needed more in 2013 and 2014 when the marketplaces were in their first years and millions of people who hadn't bought insurance before were considering the health law's new options. The group includes former Republican Senator Rick Santorum along with representatives from the Goldwater Institute, the Heritage Foundation and the American Enterprise Institute. In other words, the Trump Administration position in court is in favor of making the payments. Block grants to the states would be based on ACA subsidies and the cost of Medicaid expansion "as of a fixed date", i.e., frozen, putting "federal spending on real budget", according to the plan.

"Let ObamaCare implode, then deal", Trump tweeted on July 28, 2017.

On Thursday the Centers for Medicare and Medicaid Services (CMS) announced the latest effort to send ACA markets into the proverbial death spiral. "They're just strangling the program".

While imperfect, the risk adjustment program "has helped promote market stability over the past five years", Wehrle said.
