Russia, China delay US bid to cut off oil to North Korea

The skirmish over fuel smuggling comes ahead of a July 20 meeting at which U.S. Secretary of State Mike Pompeo is scheduled to brief the United Nations council on Washington's drive to persuade North Korea to scrap its nuclear and missile programs.

Russia's deputy United Nations ambassador, Dmitry Polyansky, said that Pompeo confirmed the USA "will seek the full denuclearization" of North Korea. The scope and scale of that is agreed to.

He said: "We abide by all decisions".

That report follows remarks by President Trump, who said that China may be loosening its border in respect to North Korea, bringing fears in the global community that China could be giving North Korea a lifeline that would scuttle worldwide efforts at denuclearization. Pompeo met with the U.N. Security Council for a briefing on the North Korea Summit.

USA documents sent to the sanctions committee and obtained by The Associated Press cite 89 instances between January 1 and May 30 in which North Korean tankers likely delivered refined products "illicitly procured" via ship-to-ship transfers. Pompeo asked. "We need to see Chairman Kim do what he promised the world he would do".

Asked what North Korea needed to do, the secretary said that Kim Jong Un committed to denuclearize and that he understood what that meant. "We will fully implement the resolutions".

The U.S.is calling out China and Russian Federation for helping North Korea violate United Nations sanctions as the regime smuggles in more oil than is allowed. On Thursday, Russia and China moved to block the US, putting a six-month hold on the request.

Earlier, Pompeo had said he and Trump are optimistic that progress is taking place.

In putting a hold on the USA request that will last for at least six months, China and Russian Federation both demanded more information from the United States.

"If we want to see success, we have to see a response from Chairman Kim and we have to continue to hold the line until that happens".

The secretary said North Korean cyber thefts and other criminal activities are also generating significant revenue for the regime, "and they must be stopped". They claim they need more information. "He has projected a longer time frame, but then it depends on what steps they take within that one period of time that can give us some hope and courage and encouragement that we're on the right track...it's a much more complicated process than most people think". The sanctions committee has what it needs.

"China must continue to be strong & tight on the Border of North Korea until a deal is made", he tweeted in May.

The two diplomats also "exchanged views on prospects for further building relations" in the wake of the Helsinki summit of Trump and Russian President Vladimir Putin, the ministry said.
