The United States worries that South Korea may be inclined to provide the support North Korea wants, lessening the impact of the economic sanctions.

Speaking following its signing, ROK director of presidential National Security Office Chung Eui-yong said that the two Koreas had signed a "de facto non-aggression agreement". He expected the agreements signed Wednesday would facilitate dialogue between Washington and Pyongyang.

Kim and Moon are meeting in the North Korean capital for a three-day summit, their third this year, amid a diplomatic impasse between Pyongyang and Washington.




North Korean leader Kim Jong Un and South Korean President Moon Jae-in held a joint news conference after the signing ceremony, and after the two Korea's defence chiefs adopted a separate military pact. Part of those efforts includes Seoul hosting the Pyongyang Art Company next month and both nations participating in worldwide sporting competitions in 2020. To emphasize their commitment to peace, the nations have made a decision to send a united team to the 2020 Olympic Games in Tokyo, and will submit a joint bid for the 2032 Summer Olympics.

The latest summit will be a litmus test for stalled negotiations on the North's nuclear programme between Pyongyang and Washington, and for another meeting Kim recently proposed to US President Donald Trump following their historic encounter in June in Singapore.

The news of what was discussed in Pyeongyang was not only of interest to Koreans, but was reported around the world.

Many here will wisely reserve judgment on whether the South Korean president's lofty claim to have removed "every threat" of war is correct - recent Korean history is littered with grand-sounding rhetoric that dissolved in the winds of the rivals' enmity - but if Moon and Kim can pull off what they've agreed to this week, there could be an outbreak of that rarest of feelings when it comes to inter-Korean ties: optimism.

Later, Moon, who has fervently pursued engagement with the North, made history by addressing an audience of 150,000 people at a performance of the "mass games", North Korea's synchronized gymnastics and dance show.

The two nations repeated an agreement to work toward denuclearisation and create peace zones along the border, Mr Moon said at a joint briefing with Mr Kim.
