Hundreds of Russian rich men can "evict" from the UK

The suspects Alexander Petrov and Ruslan Boshirov charged in absentia with conspiracy to murder attempted murder and use of nerve agent Novichok

Canada and its allies, however, said they had "full confidence in the British assessment that the two suspects were officers from the Russian military intelligence service ... and that this operation was nearly certainly approved at a senior government level".

Prime Minister Theresa May said the two assassins were officers of the GRU intelligence service and that their actions were nearly certainly approved "at a senior level of the Russian state".

She told MPs the poisoning was "not a rogue operation" and was "almost certainly" approved at a senior level of the Russian state.

Dmitry Peskov, a spokesman for Russian President Vladimir Putin, expressed disappointment that Britain had refused Russia's request to conduct a joint investigation into the Salisbury nerve agent poisonings.

"We will not be applying to Russia for the extradition of these men as the Russian constitution does not permit extradition of its own nationals", the Crown Prosecution Service said in a statement.

"We now have sufficient evidence to bring charges in relation to the attack on Sergei and Yulia Skripal in Salisbury and domestic and European arrest warrants have been issued for the two suspects".

"We have ascertained exactly who was responsible and the methods they used", Fleming told the Billington Cyber Security Conference according to extracts released by his office.

After thousands of hours of work, they have traced the steps of Alexander Petrov and Ruslan Boshirov as they arrived in Britain on Mar 2, conducted a reconnaissance mission in Salisbury, carried out their attack on Mar 4 and immediately headed back to Russian Federation. They travelled under genuine Russian passports although their names are believed to be aliases.

Police say both men, who are about 40 years old, flew from Moscow to London on Russian passports two days before the Skripals were poisoned on March 4. They spent two nights in an east London hotel, making two day trips to Salisbury, the first for reconnaissance, the second to kill Skripal.

The Skripals and Bailey both recovered, but on June 30, a British couple fell ill from the same type of nerve agent in the nearby town of Amesbury.

Britain has blamed the Russian state for the attempted assassinations, which Russia denies.




The Skripal case triggered a diplomatic crisis with Russian Federation and Western countries mutually expelling a large number of diplomats.

The Russian foreign ministry said the names and photographs of the men "do not mean anything to Moscow".

Despite the link between the cases, no charges have yet been made over the subsequent poisonings after the Skripals.

The attack sparked months of investigations by police officers and intelligence agencies.

Police also said the men's hotel room had returned dangerously-high levels of Novichok when police conducted tests for it.

Assistant police commissioner Neil Basu would not say whether police believe the suspects worked for Russian security services but, he said, "This was a sophisticated attack across borders".

Mr Basu said CCTV shows the two suspects in the vicinity of the property on that date. This search led to two Russian nationals, Alexander Petrov and Ruslan Boshirov, who had come to Gatwick Airport in London from Moscow on March 2, and had flown out of Heathrow airport hours after the attack took place.

Police released images of a counterfeit Nina Ricci Premier Jour pink perfume box and bottle with a modified nozzle that was used to secrete the military-grade nerve agent into Britain.

That confirms a statement made by Charlie Rowley, who said that in July he had found what he thought was a bottle of perfume, which he had given to his partner Dawn Sturgess who later died from the effects of Novichok. He was hospitalized and his girlfriend Dawn Sturgess, 44, died after being exposed to the contents.

The Organization for the Prohibition of Chemical Weapons confirmed Tuesday that Rowley and Sturgess were also exposed to Novichok.
