German Chancellor Angela Merkel announced on Monday that she would not seek re-election when her term expires in 2021.

Often hailed as the world's most powerful woman and Europe's de facto leader, Merkel's power has been on the wane since her 2015 decision to keep Germany's borders open at the height of Europe's migrant crisis, ultimately allowing in more than one million asylum seekers.

That will start with her handing off the party leadership to a successor at a party congress in December.

According to "multiple media reports", Merkel announced her intention to retire as the chief of the CDU.

Political analysts in Germany have wondered whether Merkel might not serve out a full term if she's not leading her own party - a pairing that Merkel herself has said is crucial to being an effective chancellor.

She said she would stay on as Germany's chancellor through her term, which expires in 2021, but would not run for reelection after that.

Her major policy shifts have reflected the wishes of a changing society - among them phasing out nuclear power after the 2011 Fukushima disaster - and shifted her CDU firmly to the political centre.

Merkel's conservative Christian Democratic Union is defending its 19-year hold on Hesse, previously a stronghold of the center-left Social Democrats, the chancellor's federal coalition partners in Berlin.

"She was genuinely sad and not at all bitter and asked that the discussion about her succession be conducted in a kind manner", the source said, adding that Merkel's words were greeted with a standing ovation.




The Social Democrats, who were badly beaten in last year's national election, only reluctantly entered Merkel's fourth-term national government in March.

The government nearly collapsed twice over the summer, notably when Merkel restrained hardline interior minister Horst Seehofer's attempts to toughen up migrant policy.

Two prominent candidates immediately threw their hats in the ring: Annegret Kramp-Karrenbauer, 56, the party's general secretary, who is viewed as a Merkel ally and largely backs her centrist approach; and Health Minister Jens Spahn, 38, an ambitious conservative who has talked tough on migration and has criticized Merkel.

The EU is trying to negotiate a Brexit deal with Britain, deal with a budget crisis in Italy and faces the prospect of populist anti-establishment parties making gains in the European Parliament elections in May.

AfD leader Joerg Meuthen hailed news of Merkel's eventual exit as "good news" and said he expected her to also "give up her chancellorship soon". Merkel's party managed an unimpressive win, narrowly salvaging a majority for its regional governing coalition with the Greens in Hesse.

Just two weeks earlier, Merkel's conservative CSU sister party suffered a similar drubbing in Bavaria. The result, the SPD's worst since 1946, will pile pressure on the party leader, Andrea Nahles.

The party chairman would be in line to be chancellor if Merkel did resign.

Annegret Kramp-Karrenbauer, secretary general of the CDU, is seen October 21 in Berlin during the election campaign. Merz lost his post as the party's parliamentary leader to Merkel in 2002 and has been absent from front-line politics in recent years.
