Mr Cox released a summary of the advice yesterday, arguing that releasing the full document would not be in the public interest.

Her comments will come after MPs vote on whether to hold ministers in "contempt of parliament" for refusing to publish the full legal advice given to the government on its Brexit deal.

But her speech is being delayed by a dispute over the government's refusal to publish the full legal advice it has received about the implications of May's plan.

MPs will vote on whether ministers are in contempt and demand a fresh order to publish the "final and full legal advice" provided by the Attorney General to Cabinet.

The Labour Party and others, including the DUP, said that the vote is so important for the future of the country that lawmakers should be able to see any detailed legal warnings concerning parts of the withdrawal agreement.

The government had initially lost a vote, 311 votes to 307, on their own amendment which would have meant the case of "contempt" being referred to the Parliamentary standards committee.

Opening five days of debate on the Brexit deal, May told Parliament that the British people had voted in 2016 to leave the European Union, and it was the "duty of this Parliament to deliver on the result" of the referendum.

Meanwhile, Bank of England Governor Mark Carney hit back at "unfair" criticism, after pro-Brexit MPs accused him of scaremongering.

In a thumping defeat for the government, Theresa May's ministers will have to publish the Brexit legal advice.

But it does highlight how little control May's fragile minority government has over MPs ahead of next Tuesday crucial vote.




The move was backed by six opposition parties, while the Democratic Unionists, which have a parliamentary pact with the Conservatives, also voted against the government.

The main opposition Labour Party's shadow Brexit secretary, Sir Keir Starmer, claimed the decision was of "huge constitutional and political significance".

Reflecting on her personal journey, May added: "I have spent almost two years negotiating this deal".

"The numbers in the Houses of Parliament look pretty formidable for Theresa May", said Alan Wager, a research associate at the U.K.at the Changing Europe think tank.

He said the motion allowed those who shared his views to "crystallise and express" their opinions.

She said the "honourable compromise" on offer was "not the one-way street" many had portrayed it to be and that the European Union had made it clear that the agreement would not be improved on.

And she will insist: "This is the deal that delivers for the British people".

She says her deal will maintain close economic ties with the European Union while enabling Britain to trade more freely with the rest of the world and meet voters' demands to reduce immigration. Her former Brexit minister David Davis said: "This is not Brexit".

Mrs May told them: "I promise you today this is the very best deal for the British people, I ask you to back it in the best interests of our constituents and our country".
