Mulvaney defends Trump budget's social safety net cuts

House Speaker Paul Ryan says President Donald Trump's budget proposal for the coming fiscal year prioritizes "American taxpayers over Washington bureaucrats" while strengthening the military.

Humanitarian agencies, global development experts and some Republicans have condemned proposed cuts of billions of dollars to USA aid and diplomatic spending, calling for Congress to block Donald Trump's first budget.

Several Republicans in both the House and Senate have joined Democrats in expressing concern over proposed cuts included in the Administration's budget. It foresees scuttling Barack Obama's health care law and an overhaul of the tax code, a boon to the wealthiest Americans. However, if the plan did pass, it would significantly reduce the amount of money given to food stamps.

Testifying to the House Budget Committee, Office of Management and Budget Director Mick Mulvaney was asked how soon Congress needs to act on raising the debt ceiling.

Trump's new budget assumes sustained growth above 3 percent, sharply higher than the expectations of most private economists.

Trump's balanced-budget goal depends not only on the growth projections that most economists view as overly optimistic but also a variety of accounting gimmicks, including an nearly $600 billion peace dividend from winding down overseas military operations and "double counting" $2.1 trillion in revenues from economic growth - using them to both pay for tax cuts and bring down the deficit.
