Philippines' Duterte heads to Russian Federation in blow to US

Philippine officials said last week that President Rodrigo Duterte approved the Department of Finance's recommendation not to accept 250 million euros (nearly $280 million) in European Union grants for 2017 to 2020 to discourage the bloc from interfering in Philippine internal affairs and requiring a review of the country's adherence to the rule of law.

He said he will meet with Russian President Vladimir Putin and Prime Minister Dmitry Medvedev in Moscow and discuss bilateral cooperation in the sphere of political security, and increased economic, cultural, and people-to-people exchanges.

He said he will meet with the EU's envoy to Manila to discuss the issue and iron out some "miscommunication" after he returns from Russian Federation, where he will accompany Duterte on a trip next week.

"It is but natural that when you talk about peace and you talk about conflict that the word "war" may or may not come up", new Philippine Foreign Secretary Alan Peter Cayetano said at a televised briefing in Manila on Monday. I've been scouting around for [a weapon to finish them off]...

Duterte said the USA is "perfectly alright" but that he has to implement his independent foreign policy, which main objective is to veer away from the country's dependence on traditional allies. Progress in the metallurgical sphere would be a crucial condition for our country's plans to export automated equipment, he said.

"We condemn the continued incursion of China and the the country's territory, especially china's threat of war".

"I understand that and fully understand that and I think we had a previous president who did not understand that", Trump told Duterte.

"Well, if you force this, we'll be forced to tell you the truth".

"Russia must cease to be at the margins of Philippine diplomacy". The President himself has taken a U-turn on Monday by committing to bolster closer ties with Russian Federation and China.

Following reports late past year that the US State Department had halted the sale of an estimated 26,000 assault rifles to Philippines police, Duterte suggested that he would look to Russian Federation for arms deals instead.

Trump and President Rodrigo Duterte bonded over sleepless nights just as the Filipino leader sat down for dinner with members of the Association of Southeast Asian Nations on April 29.

"Overdependence on traditional partners has limited our room to manoeuvre in a very dynamic global arena". I am determined to correct this'.

Human rights groups believe Duterte's violent anti-drug crackdown with local police has left 7,000 to 9,000 suspected drug dealers and addicts dead since entering office in 2016.

"They're blackmailing me that they won't sell weapons?"

The Maute has been blamed for a bomb attack that killed 15 people in southern Davao city, Duterte's hometown, last September and a number of attacks on government forces in Lanao, although it has faced setbacks from a series of military offensives.
